Northern Ostrobothnia's Just Transition Plan and JTF programme proposal in consultation by 8 August 2022
Opinions are sought on the Just Transition Plan for Northern Ostrobothnia. Ministry of Economic Affairs and Employment request opinions on the JTF programme proposal and, at the same time, on the regional transition plans and the environmental report of the programme by 8 August 2022.
In Finland, the basis for JTF preparation is the Government Programme on halving the energy use of peat by the end of 2030. The JTF shall address the socio-economic and environmental adverse impacts of the low-carbon transition in order to safeguard employment and sustainable regional economies. The peat industry employs approximately 2,500 person-years in Finland. The direct and indirect adverse effects of a significant decline in the sector on regional economies and employment are significant, to which the JTF is tasked to respond through regional and structural policy measures to diversify livelihoods and adapt the workforce in the regions in cooperation with the least capacity to adapt to change.
The regions' just transition plans will be integrated into the Innovation and Skills in Finland 2021–2027 EU Regional and Structural Policy Programme.
In accordance in cooperation with the Government's policy, EUR 119.4 million will be allocated to Northern Ostrobothnia. € JTF funding. The Fund is 33.5 % the regional and structural policy of the region. Funding will be provided by the Regional Assembly of Oulu Region and the Centre for Economic Development, Transport and the Environment of Northern Ostrobothnia. The total JTF+State funding for Finland amounts to EUR 644 million. €.
JTF funding will be used in the region in accordance in cooperation with the Just Transition Plan for Northern Ostrobothnia. The plan is approved by the European Commission.
