TE2024 reform discussed at Ruka seminar

Preparations for the TE2024 reform are progressing in municipalities in the North Ostrobothnia region. Employment area declarations must be submitted to the Ministry of Economic Affairs and Employment by 31 October 2023. In Northern Ostrobothnia, three areas of cooperation, i.e. employment, are in the process of being formed. The organising municipalities are Oulu, Raahe and Kajaani and they are responsible for organising employment services in their own region.

The City of Oulu is responsible for Oulu's environmental municipalities as well as Pudasjärvi, Utajärvi and Muhos. The City of Raahe is responsible for organizing services in the southern region of the province. There are 17 municipalities in the area. Kuusamo and Taivalkoski are joining the Kainuu employment area, which is organised by the City of Kajaani.

The municipalities are in agreement with each other on the services to be provided in the employment areas. At the end of October, municipalities must inform the Ministry of Economic Affairs and Employment of the resources they have to fulfil their obligations, what cooperation partners they have and how they intend to organise integration services. In addition, municipalities must indicate how they intend to promote the regional functioning of the labour market.

The state approves the arrangement agreements during the winter. The TE services will be transferred to the employment areas from the beginning of 2025.

Municipalities move into practice at Ruka meeting

The municipalities of Northern Ostrobothnia are now preparing for the future. The representatives of the municipalities will meet in Ruka, Kuusamo, to discuss matters related to the implementation of the TE2024 reform on 12-13 October 2023. North Ostrobothnia's business life, welfare area and educational institutions will also be represented at the event. An example of good practices in the implementation of services is provided by the City of Kuopio.

– Employment services form a large whole, which is now being produced by the employment regions. It is noteworthy that actors for different needs already exist. It is important for success that good forms of work are identified and services are produced together with different actors, says the project manager of the TE2024 project in Northern Ostrobothnia Jouni Korhonen Regional Assembly of Oulu Region.

The two-day event will take a comprehensive look at the steps of starting service production and the plans of the employment areas. Discussions will focus, among other things, on the role of municipalities. They are familiar with the companies and business structures in their area, which promotes employment. Skills requirements are also changing rapidly as the labour market changes. Educational institutions in the region have strong expertise in maintaining competence and know-how in the field of business.

The availability of labour is a growing challenge. Employment regions need to pay more attention to the recruitment of labour. Especially in international recruitments, personnel service companies will also be a key partner in the future.

The need for health and social services is expected to increase as the labour market changes. In the future, an ageing working population will need them. Demand for integration services is also rising.
