Regional Council approves maritime spatial plan and budget for 2021
At its electronic meeting on 14 December 2020, the Regional Council of the Regional Council of Northern Ostrobothnia discussed, among other things, the proposal for a maritime spatial plan for the northern part of the Bothnian Sea, the Kvarken and the Bothnian Bay, and the Regional Council's action and economic plan for 2021-2023.
Maritime spatial planning promotes the sustainable use of maritime space
The provincial council approved the sea area plan for the northern part of the Bothnian Sea, the Kvarken and the Bothnian Bay for the North Ostrobothnia region. The decision will enter into force once the Regional Councils of Ostrobothnia, Central Ostrobothnia and Lapland have made the corresponding approval decisions.
Maritime spatial planning supports the sustainable use of the sea and the achievement of good environmental status in the marine environment. Finland is divided into three marine regions. North Ostrobothnia belongs to the areas of the northern Bothnian Sea, the Kvarken and the Bothnian Bay. The maritime spatial plan has no legal effect; it is a strategic tool for spatial planning that supports regional planning.

Adoption of the economic and action plan
The Union’s budget for 2021 and the Economic and Action Plan for 2021-2023 were adopted. Next year's budget has been balanced so that the result for the 2021 financial year is EUR 0. The budget revisions carried out focused on staff salary costs, appropriations for the organisation of various events, as well as purchases of services in the performance areas and other operating costs. In order to achieve the operational objectives set out in the budget, some activities require the acquisition of funding outside the scope of member invoicing.
The Development Fund secures the self-financing of projects
EUR 300 000 will be transferred from the surplus/deficit account to the Development Fund of the Regional Council of Northern Ostrobothnia. The fund covers the self-financing of projects carried out by the Association.
Amendments to the Administrative Regulation adopted
The provincial council approved the proposed amendments to the administrative regulation. An update of the administrative rule was necessary due to the legislation on information and document management. At the same time, the governance rule was updated to meet the current needs of the organisation in terms of functionality.
Provincial council refuses to prepare provincial programme for Northern Ostrobothnia 2022-2025
The Regional Council is responsible for the planning and development of the region as required by the Regional Development Act and the Land Use and Building Act. Preparations for the new provincial programme have begun. In accordance with the work plan of the provincial programme discussed by the provincial government, the provincial council was given a review of the preparations and a discussion was held.
Amendments to the Treaty adopted by the Member States
All 30 municipalities in Northern Ostrobothnia have approved the amended Treaty. The change in the date of the municipal elections required a change to the Treaty of the Regional Council of Northern Ostrobothnia. Until the 2012 municipal elections, the election day was the fourth Sunday in October. Starting from the 2017 municipal elections, the elections will be held on the third Sunday of April. The amendment to the Treaty concerns the date of the Assembly of Representatives of the Regional Council of Northern Ostrobothnia.
Change of staff
The Ylivieska City Council has granted Eija-Liisa Poki a resignation from the Regional Council of the Regional Council of Northern Ostrobothnia and elected Aimo Piirainen as the new representative to the Regional Council.
