Combined map of legally valid regional plans, regional plan entries and regulations
The overall regional plan for Northern Ostrobothnia has been revised in accordance with the principle of phased regional planning (section 27 of the Regional Planning Act) since 2009. The Hanhikivi nuclear power county plan and the 1st, 2nd and 3rd phase county plans are all legally valid. More detailed information on these regional plans can be found on the individual pages of each plan. The Kainuu and Central Ostrobothnia provincial and phase-provincial plans concerning Vaala and the Himanka region have been repealed with the legal force of the 3rd phase-provincial plan for Northern Ostrobothnia.
The Regional Council's Office has compiled the following composite map of the legally valid phase-provincial plans and the Hanhikivi nuclear province plan, as well as a summary of the entries and regulations concerning these regional plans . This makes it easier to understand the whole. The summaries in the links below are informative. The legally valid materials can be found on the subpage of each regional plan, the links are on the right margin of this page.
By decision of the Provincial Government of 18 August 2025 (§ 92), the regional plan for the energy and climate phase of Northern Ostrobothnia, which entered into force, revised the plan markings and regulations. At the same time, part of the entries and regulations indicated in the 1st and 3rd phase regional plan were repealed.

The regional plan for the energy and climate phase of Northern Ostrobothnia has been enacted by decision of the provincial government 17.8.2026 (Section 201 of the Act on Territorial Use). Combination map with updated status also for that phase formula can be found here.
