Greenhouse gas emissions
Statistics Finland's calculations have been made from a so-called production-based perspective, i.e. emissions have been allocated to areas based on their geographical origin. The data have been calculated using consistent methods with the greenhouse gas emissions inventory by allocating emissions to areas based on municipality-specific activity data. The land use, land use change and forestry sector (LULUCF) is not included in the calculations
The calculation principle of the Finnish Environment Institute's Regional Calculation (ALAS) model is use-based, based on the production-based emissions of the area, but some of the activities that cause emissions are calculated on the basis of consumption, regardless of their geographical origin. Hinku calculation is a default calculation model for monitoring municipal targets. In the Hinku calculation, efforts have been made to eliminate factors over which the municipality has no control. The Hinku calculation does not include the fuel use of the emissions trading industry, industrial electricity consumption and industrial waste emissions, or the transit traffic of lorries, vans and buses. Emission credits are calculated for the municipality for the production of wind power in the municipality's area. The ALas model calculates all results even without Hinku calculation rules and divided into emissions trading and effort sharing sectors. The ALas model does not include air traffic, international shipping, icebreakers, industrial process emissions and the land use sector (LULUCF).
State of waters
State of Water will be assessed on the same basis throughout the European Union. The assessment of ecological status primarily examines biological quality elements such as benthic animals, aquatic plants, fish and plankton algae, as well as surface algae living on stone surfaces. In addition, certain water quality parameters are taken into account and hydrological and morphological conditions are assessed. The closer we are to the natural state, the better the ecological status of a lake, river or other water body. In the assessment of ecological status, the reference point is the natural state, and the assessment examines how much human activity has changed the natural state of the site. However, the intrinsic characteristics of surface waters vary and therefore ecological classification cannot be done on a single scale. Assisted by the typing of surface waters. Prior to the assessment of ecological status, the surface water type to which the water body belongs shall be determined. Determining factors include the lingering status of the lakes, the depth of the lake and the soil quality of the catchment area – where the size and quality of the catchment area are similar. This gives a justification of the natural state with which the current state of the object to be assessed is compared.
