According to Sitra's definition, the circular economy is an economic model that does not continuously produce more goods, but instead uses services instead of owning them: sharing, renting and recycling. The idea behind the circular economy is that materials taken from nature – which have already been refined to meet the needs of humanity – will remain in use and in the economic system for as long as possible. Economic growth therefore does not depend on the consumption of natural resources. As a concept, the circular economy is not new. The idea originated in the 1960s and was first mentioned as a word in 1966. The concept was made famous by Lady Ellen MacArthur, a world record-holder solo sailor who woke up to the finiteness of natural resources when she lived on her boat's limited cargo for 71 days while sailing around the world in 2005. He founded the foundation bearing his name in 2010 and, together with experts, developed the now-known circular economy model, which became, among other things, the cornerstone of the EU Green Deal. Immobility costs money. At the Finnish level, the price of inactivity is estimated from 3.2 billion euros to as much as 7.5 billion euros per year in a study conducted by the Director of the UKK Institute Tommi Vasankari. A comparison can be made, for example, with the acquisition of fighter jets by the Finnish Defence Forces, which is the most expensive acquisition in the history of the Finnish state. The price is estimated to be between $7 and $10 billion. The fighters are renewed approximately every 30 years, but the cost of immobility is annual. The situation in North America is interesting. In many places, the area is strongly growing, while in other places it is strongly shrinking. We are far from other growth centres and the capital, where accessibility is a particular issue for the development of our region. As values change and in the face of Finland's emission reductions, we need environmentally sustainable ways to travel to both the rest of Finland and Europe. The Helsinki-Oulu route is the most popular domestic flight in Finland. By speeding up the main line, you could get to Helsinki by train in as little as three and a half hours with the current train fleet and thus get a smooth alternative to flying. For a train of less than four hours, we need the green light from the government and financial assistance from the EU. Train traffic in this period was on the rise before the coronavirus. The figures, together with the freight tonnage, speak clear language in favour of additional tracks. The Finnish Transport Infrastructure Agency recently published its report on the need for changes to the main railway line. Developing the track north of Tampere would serve both passenger and freight traffic. In conclusion, the study suggests that the construction of the double track could be carried out in parts. It is worth noting that many, perhaps most, of the inventions that have changed the world are based on ground-breaking research at the forefront of their field, such as antibiotics, laser technology or, for example, the thin film method used in almost all computers and smartphones, based on the research of Tuomo Suuntola, the recipient of the Finnish Millennium Technology Prize 2018. There are 17,000 companies in Northern Ostrobothnia. More than half of these are solo self-employed and the rest employ more than 72,000 people. Entrepreneurship as a driver of vitality is recognised in our region. The numbers also speak for it. In Northern Ostrobothnia, companies pay approximately EUR 2.41 billion in wages annually and generate approximately EUR 15.6 billion in turnover. Businesses pay about 200 million euros in corporate income tax. With taxes, society can take care of its own services. Entrepreneurship is constantly changing. In our province, entrepreneurship is still growing. More businesses are created than ceases. Entrepreneurship in general is more interesting as a career option. It is a career dream for many young people today. An important observation that should be reflected in the teaching. The resulting companies are, as a rule, solo entrepreneurs. Unfortunately, the number of employers has fallen for several years. Can a large number of solo entrepreneurs grow in such a way that the national economy also develops? I don't think so. There is still a need for employable enterprises, and efforts must be made to this end, including through labour market reforms. We were asked to comment on the soft success factors of our region, the culture and its transformation. Perhaps with the number of characters allowed, we can start a debate on the subject – I have to accentuate it a bit. Soft success factors are hard in many ways. When comparing products or services, we tend to compare technical characteristics or clinical quality factors that can be easily measured in the services. We call them hard workers. We assume that competitiveness, and therefore success, automatically follows the most advanced technology or the largest number of new features. We know how to invest in this: North Ostrobothnia's R&D rankings are among the top in the world. Our talented and well-trained scientists and engineers develop advanced technologies. These technologies (i.e. by definition tools or working methods) are then typically sold as such. The role of a subcontractor has its advantages, but it is neither the most valuable place in the value chain, nor the safest. From an outsider's point of view, North Ostrobothnia is a mystery. The area resembles soap, which is not easy to get hold of. The image of Northern Ostrobothnia from the outside does not convey either a positive or a negative point of view. When you hear the word North Ostrobothnia, most people think of Oulu, Kärpät, Lestadianism, the North, technology, engineers and Nokia. Northern Ostrobothnia is often overshadowed by the great and powerful Oulu. It comes as a surprise to most that Northern Ostrobothnia is the fourth largest concentration of residents, jobs and businesses in the country. Or that the region's level of education is the third highest after Uusimaa and Pirkanmaa. Alkuvuodesta 2020 matkailu pullistelivat niin kotimaisia kuin ulkomaalaisia vieraita. Useassa foorumissa oli huomattu, että matkailu on merkittävä osa talouttamme niin valtakunnan kuin monen kunnan tasolla. Keväällä matkailu joutui ottamaan äkkistopin, täydestä vauhdista nollaan kesken kiivaimman sesongin. Keväästä 2020 saakka olemme olleet käytännössä suljettu matkailualue kansainvälisille matkailijoille. Ennakoitiin kaikkien aikojen kotimaan matkailukesää, jota se myös useille alueille oli. Kehitys maakuntien välillä oli yllättävän erilaista. Pohjois-Pohjanmaalla kesä-syyskuussa 2020 rekisteröidyt yöpymiset olivat kasvussa (+2,9 %), kun esim. Lapissa (-20,4 %) ja Keski-Suomessa (-27.3 %) ei onnistuttu yhtä hyvin. Maakuntamme sisälläkin oli suuria eroavaisuuksia. Kalajoki (+8.1 %) ja Kuusamo (+27,4 %) osoittivat vetovoimansa. Kohteet, jotka ovat tunnettuja luonnosta ja aktiiviteeteistä luonnossa, vetivät pisimmän korren. Hakeuduttiin kohteisiin, joissa tilaa oli reilusti yli vähimmäisturvavälien. Ei ole asiat kylässä kynnyksellä Pohjois-Pohjanmaa hemmottelee meitä upealla luonnolla. Se tarjoilee meille meren ranta-alueita, jokien halkomaa rannikkoseutua, suomaata ja ylänköalueita. Maakunnan pinta-alasta on metsää noin 25 500 km², ja alueella on Oulangan, Rokuan ja Syötteen kansallispuistot sekä osa Hossan kansallispuistosta. Myönteistä mielikuvaa vahvistavat myös vuoden 2017 ympäristötietoisuuspalkinto, joka myönnettiin Pohjois-Pohjanmaan metsille ja soille, sekä Rokua Geopark, joka on Suomen ensimmäinen UNESCO Global Geopark -statuksen saanut matkailualue. Olemme alkaneet ymmärtää, miten merkityksellistä luonto on elämän laadun ja jopa jatkuvuuden kannalta. Todennettuja hyvinvointivaikutuksia ovat muun muassa: elpyminen, stressitason laskeminen, pulssin hidastuminen, verenpaineen laskeminen, kehon monipuolisen mikrobiston lisääntyminen ja erilaiset mielihyvän kokemukset. Ympäristön hyvä tila luo siis pohjaa elinympäristön viihtyisyydelle ja ihmisten hyvinvoinnille. Luontoympäristöllä näyttäisi olevan myös eriarvoisuutta tasoittava vaikutus. Siitä näyttää olevan hyötyä enemmän heikoimmassa asemassa oleville. Pohjois-Pohjanmaa ylpeilee nuorella väestöpohjalla, korkeakouluilla, perusteollisuudella sekä menestyvillä kasvuyrityksillä. Alueella on maailman johtavaa tutkimustietoa ja teknologiaa monilla tulevaisuuden kasvavilla aloilla. Haasteena on, kuinka viemme osaamisemme ja innovaatiot osaksi arvoketjuja ja lopputuotteiksi globaaleille markkinoille. Aiempi menestyminen ei ole tae menestymisestä tulevaisuudessa. Tietoliikennetekniikka on paikallinen esimerkki, jossa on yhdistynyt korkea osaaminen, aktiivinen tutkimus- ja kehitystyö sekä menestyvä kansainvälinen liiketoiminta. Alueelle on vuosien varrella syntynyt Nokian siivittämänä riittävä kriittinen massa, joka on uskottava ja kykenevä toimimaan globaalisti äärimmäisen kilpailulla alalla. Meillä on täydet mahdollisuudet menestyä radio-osaamiseen perustuvilla tuotteilla jatkossakin, mutta se edellyttää jatkuvaa tutkimus- ja kehitystyötä. Alan yritysten täytyy huolehtia aktiivisesta tuotekehityksestä ja jatkuvasta T&K-yhteistyöstä muiden yritysten, korkeakoulujen ja tutkimuslaitosten kanssa. Tuotekehityskulttuuri ei saa näivettyä, vaan innostuksen ja kehityksen täytyy näkyä. Painettu elektroniikka puolestaan on esimerkki siitä, mitä pitkäjänteisellä tutkimuksella voidaan saada aikaan. Mikroyrityksiin ja niiden toimintaedellytyksiin kohdistuva tutkimus-, kehitys- ja koulutustoiminta on Pohjois-Pohjanmaan kestävän kasvun ja kehittymisen näkökulmasta välttämätön investointi. EU:n alueella on 22,8 miljoonaa mikroyritystä, jotka edustavat 93,1 prosenttia EU-28-maiden yrityskannasta ja 29,4 prosenttia EU-28-työpaikoista. Viimeisen kymmenen vuoden aikana mikroyritykset ovat tuottaneet lähes kolmanneksen EU-28-alueen positiivisesta nettotyöpaikkamuutoksesta (Eurostat 2021). Erityisesti kahta kapeikkoa avartamalla on mahdollista vahvistaa kestävän kasvun edellytyksiä mikroyrityksissä. Mikroyrityksissä on vientipotentiaalia Suhteessa naapurimaihin kasvun varaa on erityisesti mikroyritysten viennissä. Eurostatin mukaan Suomessa mikroyritykset tuottavat vain 3,9 prosenttia viennin kokonaisarvosta, kun vastaava osuus on Ruotsissa 14,6 prosenttia. Suomi on tällä mittarilla mitattuna Euroopassa viimeisten joukossa. Kehityseron kiinniottamiseksi tarvitaan tietoa ja vaikuttavia toimenpiteitä. Onnistuminen näissä toimenpiteissä on Pohjois-Pohjanmaan ja koko Suomen elinkeinorakenteen vahvistumisen ja monipuolistumisen edellytys. Yrittävä kulttuuri on kestävän kasvun edellytys Yritysten perustamisaktiivisuus on alhainen. Nuorten viime vuosina kasvaneet yrittäjyysintentiot eivät toistaiseksi realisoidu yritysten perustamisluvuissa. Suhteellisesti ja määrällisesti maakunnassamme asustaa paljon nuoria. Arvomme – avoimuus, luovuus, reiluus ja rohkeus – kuvaavat nuorekasta asennettamme ja edistystahtoamme. Maakunnan suuri keskus, Oulu, vetää puoleensa huomattavan määrän nuoria niin ympäröiviltä alueiltaan kuin muualtakin Suomesta, mutta keskusalueen lisäksi aktiivisia nuoria löytyy joka puolelta Pohjois-Pohjanmaata. Nuorten suuri määrä tuo paljon mahdollisuuksia. He ovat voimavara, jota voi osallistaa maakunnan kehittämiseen, minkä avulla pohjoisesta kodostamme jalostuu entistäkin elinvoimaisempi ja vetovoimaisempi ympäristö kasvaa, kokea ja kukoistaa. Nuorena kansalaisaktiivina minulle on kertynyt näkemystä nuorten sekä osallisuudesta paikalliselta, maakunnalliselta että valtakunnalliselta tasolta – ja näen Pohjois-Pohjanmaassa paljon potentiaalia. Maakuntamme on muuhun Suomeen verrattuna uniikissa tilanteessa. Olemme pohjoisen Euroopan keskusaluetta, nuorekas maakunta ja ymmärtäneet nuortemme merkityksen tulevaisuuden menestyksen pilarina. Etelään suuntautuvasta muuttoliikkeestä huolimatta pohjoisella maakunnallamme on edellytykset pysyä vetävänä alueena ja rakentaa täysin rinnoin hengittävä maakunta. Paljon jo tehdään hyvin. Uusia hankkeita kehitellään ympäri Pohjois-Pohjanmaata, nuorille annetaan enemmän mahdollisuuksia osallistua ja maakunnallinen nuorisovaltuusto on saanut käynnistettyä toimintansa. […]
