The 2nd phase county plan is legally valid
The current regional plans for Northern Ostrobothnia will be supplemented and updated in three stages. On 18 March 2013, the Provincial Government decided to initiate the 2nd phase of the regional plan. The participation and evaluation plan concerning the content and interaction of the planning work was publicly available on 27 March. – 26 April 2013.
Themes of the 2nd phase regional plan
- The phase-provincial plan deals with the use of the entire region in the following themes:
- Rural settlement structure
- cultural environments
- recreational and tourist areas
- regional material centre and waste treatment areas
- Regional shooting ranges
- the Armed Forces Territories
Presence of the draft plan
The draft plan was available from 25 March to 30 April 2015. On 15 June 2015, the Provincial Government approved the responses to the statements and opinions.
Processing of the provincial plan
The amendment to the Land Use and Building Act concerning the waiver of the procedure for approving regional plans entered into force on 1 February 2016. It amends the processing of the provincial plan proposal so that opinions on the proposal must be requested and a consultation with the authorities must be held before the proposal is made available to the public. On 11 April 2016, the Provincial Government decided to request statements on the proposal of the 2nd phase regional plan for Northern Ostrobothnia from municipalities, central authorities and communities, as well as ministries. On the basis of the statements and the negotiations with the authorities on 30 May 2016, amendments were made to the plan proposal. On 22 August 2016, the Provincial Government approved the responses to the statements and decided to place the draft plan on display. Summary of the opinions and responses of 22 August 2016.
Presence and adoption of the proposal
The proposal for the second phase regional plan was available from 5 September to 4 October 2016. On 14 November 2016, the provincial government approved the responses to the reminders and proposed that the provincial council approve the draft plan. A counter-response report.

The decision of the provincial council did not leave any powers to the administrative court, so the 2nd phase provincial plan is legally valid.
