The theme of the cultural forum was Courageously on the edge: Culture in the community. At the event, the role and impact of municipalities' cultural activities were heard and discussed as part of the development work of municipalities and the whole region. The perspectives were vitality/glorification, business opportunities, well-being and a bolder approach to integrating culture into the development work as a whole. The Cultural Forum was aimed at all those working in or interested in the field of culture and its development. The following interventions were made:
- Opening of the Cultural Forum: Design Director Markus Erkkilä, Regional Council of Northern Ostrobothnia.
- Greetings to the county preparing for the Capital of Culture year: Member of Parliament Mari-Leena Talvitie (Remote connection)
- The role of culture in the municipality of Liminka: Mayor Pekka Rajala
- Culture as part of the municipality's bold development work: Specialist Kirsi Siltanen, MDI.
- Cultural ecosystem as a business environment in Northern Ostrobothnia: PhD, Project Researcher Markus Rytinkin, Kerttu Saalasti Institute, University of Oulu.
- Moment for Art: Saga Sutela performs.
- Cultural climate change in the promotion of well-being: Pirjo Nikula, Director of Wellbeing Promotion, City of Oulu
- More courageous activities and experiences of culture and art in municipalities. Experiences from the Art Pilots of the Cultural Cell Project: Generations along the river Iijoki and Ookko see anything at home? Welcome to the art lab. With cultural director Ulla Ingalsuo-Laaksonen the city of Kuusamo, cultural producer Tiina Classnen the municipality of Taivalkoski and cultural producer Anna Koivukangas the city of Oulainen, as well as artists Niina Aho, Talvikki Pisilä and Elina Stoor.

Organizers and communication
The event was organised by the Regional Council of Northern Ostrobothnia and its Cultural Cell - Collaboration and impact on cultural services project in cooperation with the municipality of Liminka. The Culture Cell project implemented the Ministry of Education and Culture's regional cultural development task. The forum was the final event of the project.
