Central government transfers in 2026
The review is mainly based on the final calculation data on central government transfers for 2026 published by the Ministry of Finance on 12 December 2025. The adjustment calculation of the central government's share based on tax revenue has been calculated on the basis of the Tax Administration's final payment data for 2024. In this proposal, the central government contribution determined on the basis of computational factors has been calculated in such a way that the central government contribution after the own contribution is divided in proportion to the costs of each computational factor. The Ministry of Education and Culture's data on central government transfers for 2026 are based on the OPH report of 18 December 2025.
Vfinancing of TE-services transferred from the local government sector to municipalities
In 2025, 50 out of the financing of TE services% estimated costs and 50% on the basis of imputed costs. Calculated costs are based on the numbers of 18-64 year-olds, unemployed, employed and foreign-language speakers. The distribution of funding according to half of the estimated costs and half of the imputed costs has been taken into account in the reductions and increases in central government contributions. In 2026, the funding will be determined in such a way that 25% based on locally estimated costs and 75% Calculated costs.
