Strengthening inclusion is one of the key means of combating social problems, such as exclusion and inequality. With digitalisation, the development of inclusion must also take into account the perspective of digital inclusion, which today has a significant impact on the formation and strengthening of inclusion. Developing the provincial residents' opportunities to use the benefits of digitalisation to support their well-being and participation, promotes the active, good and functional everyday life of people in Northern Ostrobothnia, and prevents inequality or the risk of social exclusion caused by digital divides.
The project for the development of digital well-being and participation in Northern Ostrobothnia is based on the objectives of the Regional Programme 2022-2025 and promotes the digital well-being and participation of the residents of the region. The project also supports the objectives of the region's smart specialisation strategy by utilising new kinds of digital services and opportunities to develop the region's well-being. In addition, the project promotes the goals and partnership promise of the Northern Ostrobothnia Welfare Agreement 2019-2025 related to digital capabilities, to which the Regional Council of Northern Ostrobothnia has committed together with the municipalities of the region.
The aim of the project is to study the state and development areas of digital well-being and digital inclusion in the region, to plan operating models that promote digital inclusion with municipal actors, and to act as a leader in the network of digital well-being.
The objectives of the project are:
• Promote the digital well-being and participation of the residents of the county so that everyone has better opportunities for active, good and functional everyday life in accordance with the county programme.
• Provides information to support the development of digital well-being and participation and the implementation of the regional programme.
• In cooperation with municipal actors, build operating models that support digital well-being and participation, which increase equality and accessibility.
• Takes the lead and development responsibility for North Ostrobothnia's digital well-being network, so that network work can be used to promote the region's digital well-being in a versatile manner and to increase the effectiveness of operations.
