The last call for applications for the 2014-2020 programme period has been closed
The European Regional Development Fund (ERDF) application period for projects under the 2014-2020 programming period ended on 30 September 2022 in the Regional Council of Northern Ostrobothnia. By the deadline, 20 applications were received by the Regional Council of Northern Ostrobothnia. The applications applied for funding from the Regional Council of North Ostrobothnia for a total amount of EUR 3.678.153. Funding is available for projects amounting to approximately EUR 1.900.000.
The application round under the new programming period 2021-2027 is expected to open in January 2023.

The Regional Council of Northern Ostrobothnia is applying for funding from the Finnish Structural Funds programme Sustainable Growth and Jobs 2014-2020. The Regional Council of Northern Ostrobothnia was granted an additional authorisation in July 2022 and this enables the opening of one more application round for projects in the 2014-2020 programming period. The Regional Council of Northern Ostrobothnia finances European Regional Development Fund (ERDF) measures. Before preparing an application, it is advisable to consult the programming document (Finnish Structural Funds Programme, Sustainable Growth and Jobs 2014-2020).
ERDF applications will be accepted for Priority Axis 1 "Competitiveness of SMEs" and Axis 2 "Production and exploitation of the latest knowledge and know-how". Specific objective 1.2 is not open in the application round, while the other specific objectives of priority axes 1 and 2 are open. The Regional Council of Northern Ostrobothnia's ERDF project selection emphasises smart specialisation (Smart Specialisation Strategy for Northern Ostrobothnia 2021-2024) and the implementation plan of the Regional Programme for Northern Ostrobothnia (Implementation plan for the Regional Programme for Northern Ostrobothnia 2021-2022) supporting projects.
The application period opens on 1 September 2022. ERDF applications must be submitted to the authority no later than 30 September 2022 via the EURA2014 system (www.eura2014.fi).
Projects can run until 31 December 2023 at the latest. The maximum amount of funding requested (ERDF and State) is 70% the total cost of the project.
When preparing project applications, we hope to pay particular attention to the importance of a reasonably short project implementation period. The measures for the funded projects must be completed by the end of 2023. An extension of the implementation period to 2024 is not possible due to the closure of the 2014-2020 programming period.
Approximately EUR 1.800.000 is planned to be used to finance projects under Axis 1 and Axis 2.
Applicants may be research and training organisations, business development organisations, publicly owned technology and competence centres, municipalities and other public entities and associations. The Regional Council of Northern Ostrobothnia does not grant funding to companies for business development.
If the application's financing plan includes external funding (other than the main applicant's/sub-executors' own funding), it is recommended that the application be accompanied by a decision or agreement on the external funding in question. In joint projects, the letters of intent for project cooperation between the lead applicant and the co-implementers must be attached. If the VAT costs are included in the project costs, the applicant must attach to the application a statement from the tax authorities or another similar statement on the VAT procedure in the project in question.
The application will only be initiated after it has been submitted to the funding authority in the EURA 2014 system.
Since the Katso identification service has ended, it is no longer possible to log in to the EURA 2014 system using Katso IDs. The Katso service has been replaced by strong authentication and Suomi.fi authorisation services (Help for the user of EURA 2014 applicant's services). The verification of identification and credentials is carried out technically under two different services. Signing in to the EURA 2014 system requires a personal strong identifier, i.e. a personal bank ID, mobile certificate or certificate card. Project applicants and project implementers can choose their preferred method of identification from the above methods.
Applications received will be processed after the application period has expired. Project applications are processed by the Funding Group of the Regional Council of Northern Ostrobothnia, the Secretariat of the Provincial Cooperation Group (MYRS) and, if necessary, the Provincial Cooperation Group (MYR).
Applications will be evaluated on the basis of the general and specific objective-specific selection criteria adopted for the Structural Funds programme (Selection criteria). The projects selected for funding should support the programme's objectives of increasing the number of jobs and businesses, promoting innovation and innovation and promoting a low-carbon economy. The project evaluation work carried out by the Authority takes approximately two months. We aim to make official funding decisions during December 2022.
