Planning system

The provincial planning includes the provincial plan for long-term development goals in accordance with the Land Use and Building Act, the provincial plan guiding other land use planning, and the provincial programme and its implementation plan for the goals of the provincial development in the next few years.   

the Provincial Plan demonstrate the long-term development of the province (20-30 years). The plan is implemented through a provincial programme and a provincial plan.

In the provincial plan the principles of land use and urban structure are presented and areas necessary for the development of the province are identified. For its part, the provincial plan implements the strategies defined in the provincial plan by demonstrating their land use significance, spatial solutions, the principles of the urban structure and the area reservations required for implementation. The time horizon of the provincial plan is 10-20 years. 

Regional programme is a development programme based on the objectives and strategies of the provincial plan, which directs and coordinates regional development work. The provincial programme includes development objectives based on the provincial opportunities and needs, culture and other special characteristics, a description of projects and other relevant measures relevant to the provincial development, cooperation agreements to be drawn up and, if necessary, the definition of the cooperation areas of the municipalities in the region, as well as a plan for financing the programme. The provincial programme is drawn up for four years at a time by municipal term. The Regional Council organises the preparation of the programme in its area and the programme is approved by the Regional Council. 

Implementation plan of the provincial programme Under the leadership of the Regional Council, preparations are made in cooperation with the ELY Centres and other state authorities, municipalities and other parties involved in the implementation of the regional programme every two years. The plan may be reviewed annually if necessary. Adoption of the implementation plan the Provincial Cooperation Group (MYR).
