The Regional Council organises the preparation of the programme in its area and the programme is approved by the Regional Council.
Implementation plan of the provincial programme Under the leadership of the Regional Council, preparations are made in cooperation with the ELY Centres and other state authorities, municipalities and other parties involved in the implementation of the regional programme every two years.
