The main purpose of the project is to secure the competitiveness of the regional innovation ecosystem and the conditions for skills development, which will enable RDI activities of SMEs and regional development organisations to strengthen the innovation ecosystem and develop employment and skills. This requires joint planning of the regions.
The need for coordinated preparation is based on the needs identified in the region, in particular the recommendations of the NSPA OECD report. The report includes regional recommendations and a joint recommendation to support smart specialisation RDI activities in the next programming period.
The EU's cohesion policy aims to strengthen the EU's economic, social and territorial cohesion and reduce regional disparities. The aim is also to promote economic growth and employment and to improve the well-being of citizens through strategic investments at regional and municipal level.
The aim of this project is to organise the regional preparation of Eastern and Northern Finland for the 2028-2034 programming period and to agree on the principles of programming. The Regional Council of Northern Ostrobothnia coordinates the work for Eastern and Northern Finland. The Regional Councils involved in the preparation are the Regional Council of Lapland, the Regional Council of Kainuu, the Regional Council of Central Ostrobothnia, the Regional Council of North Savo, the Regional Council of South Savo and the Regional Council of North Karelia.
Regional councils are responsible for the strategic entity of regional development and the planning of regional development in cooperation with municipalities, Centres for Economic Development, Transport and the Environment and other state regional administrations as well as other parties involved in regional development. Partnership between regions and the state, as well as links with the institutions of the European Union, also play an important role. The preparation is carried out in accordance with the partnership principle, so that each regional council is responsible, as a regional development authority, for the involvement of stakeholders in its area. Provincial cooperation groups are statutory partner bodies in the provinces. The expertise of the MYR Secretariat will be a key input for the preparation of the dossiers.
