Alongside the TUULI project, a trafficability/special transport route survey has also been prepared for the areas of the wind turbines in the regional plans of North Ostrobothnia and Kainuu. The Ministry of the Environment's state subsidy for wind power construction has been received for the preparation of the report.

Background and objectives of the project
The TUULI project of the Regional Council of Northern Ostrobothnia was implemented between 1 June 2020 and 30 April 2023. The project has produced more new information on the suitability of the North Ostrobothnia region for wind power production and promoted sustainable wind power construction in the region. The aim of the project was to create conditions for the development of the wind power sector and thus for increasing emission-free electricity production in the North Ostrobothnia region, taking into account different aspects of sustainable development.
Sweco Finland Oy has acted as an expert consultant in the project, with Rejlers Finland Oy and William Velmala tmi as subcontractors. The eagle survey was prepared by Hannu Tikkanen from the Ostrobothnian environmental study Ay. The project is funded by the Centre for Economic Development, Transport and the Environment of Northern Ostrobothnia / European Regional Development Fund (ERDF), the member municipalities of Northern Ostrobothnia and the Regional Council of Northern Ostrobothnia. The total cost of the project is EUR 392 136.

As a result of the project, the wind power potential of Northern Ostrobothnia and a provincial view of the most suitable areas for wind power construction can be presented. The aim is to form a regional wind power development picture and to achieve a commitment to realising the provincial vision.
Regional plan for the energy and climate phase of Northern Ostrobothnia
The regional plan for the energy and climate phase discusses, for example, the region's wind power system, the assignment of new wind power areas, the development needs of electricity transmission, the regional structure, the transport system, the ecological network and climate impact assessment.
The regional plan for the energy and climate phase was approved at the meeting of the provincial council on 27 May 2025 and entered into force without legal force by decision of the provincial government on 18 August 2025.
The results and background studies of the TUULI project have been an important part of the renewal of the regional plan. During the proposal phase of the provincial plan, in spring 2024, the following actions were carried out: Report on Natura sites and ecological network, which examined the impacts of wind power construction on Natura sites in Northern Ostrobothnia and the ecological network of protected areas outside Natura sites.
The regional plan for the energy and climate phase of Northern Ostrobothnia identifies 50 new regional wind turbine areas, including 45 TV-1 areas for land and 5 TV-2 areas for the sea. A site description has been drawn up for each area of wind turbines in the regional energy and climate plan, and these must be used in more detailed planning instead of the TUULI project site cards drawn up during the preparation phase of the regional energy and climate plan. The regional plan data for the energy and climate phase, including the target descriptions, can be found in: the Regional Planning Website. In the planning of wind power projects, the reports drawn up in the regional energy and climate phase planning process and in the TUULI project must be used.
In the draft and proposal phases of the energy and climate phase regional plan, the planning situation of the TV areas designated in the final phase 1 and 3 regional plans and the suitability of the TV areas for the wind power construction objectives of the energy and climate phase regional plan were also examined. Of the legally valid phase 1 and phase 3 regional plans, 48 TV-1 areas remain, all of which are located on land. In total, 98 regional wind turbine areas (TV-1 and TV-2) are designated in the phase region plans for Northern Ostrobothnia.
The definition of the area of regionally significant wind power plants was restored in the public proposal phase of the energy and climate phase regional plan (in 2024) to comply with the legally valid phase 1 and 3 regional plans, i.e. the regionally significant entity is a ten (10) or more wind power project.
Previous wind power surveys and wind power regional plans
the North Ostrobothnia a regional wind power survey was drawn up in 2010-2011;. The wind power sector and wind power technology have developed strongly over the last ten years, which made a new overall study necessary. Three regional plans enabling and guiding wind power construction have been drawn up in Northern Ostrobothnia:
- Northern Ostrobothnia Regional Plan (2003) (repealed after the 1st-3rd phase county plans became legally valid)
