Collaboration and impact on cultural services
The Regional Assembly of Oulu Region implemented during 2022- 2/2024 Cultural cell, cooperation and impact on cultural services:project is a regional development task in accordance in cooperation with the Act on the Cultural Activities of Municipalities. The project was funded by the Ministry of Education and Culture. The objectives of the project were:
- Support the municipalities of Northern Ostrobothnia in the quality organisation of cultural services and promote equality among municipal residents
- Strengthen the role of culture in regional development and the vitality of the region
- Building a strong regional cultural cooperation network, the Cultural Cell
- Promote the operating and employment conditions of cultural and creative professionals
Actions of the project

Project results in aggregated form

- Strengthening skills
– New knowledge, ideas and learning for participants in knowledge clinics based on their own needs, using experts, sharing their own knowledge.
– Knowledge of the co-creation process and methods of an art project. Competence in the acquisition and implementation of community art in transcendental cooperation. - Closer cooperation and the construction of a cultural cell
– Collaboration at the heart of all activities.
– Execution of specialist clinics and art pilots in broad cooperation between municipalities and in cooperation with the commitment of regional experts.
– Testing the model of co-creation, co-procurement and co-ordination of artistic production.
– Acquaintance of artists in cooperation with the territory of the region, its municipalities and its stakeholders. - Development of conditions for artistic work
– in cooperation with the pilots, new bold thematic openings for making and experiencing art.
– Experience of the means provided by art as part of development work, for example in strengthening Participation and Inclusion.
– A model of co-creation, co-procurement and co-ordination of artistic production and its further exploitation.
– Experience in community art projects and the work of community artists in municipalities, followed by the idea of a community artist. - Regional reinforcementn
– Promoting culture, the means it provides and its impact as part of regional development through all the measures and themes addressed in the project.
– Tested experiments on improving access to culture, new forms of participatory low-threshold activities and their acquisition.
– Strengthening the cooperation structure and the conditions for Oulu 2026 Capital of Culture.
– Through interesting activities and strong communication, culture and art are prominently visible in the regional media.
– Documentation of works and processes in eleven municipalities by the Oulu Museum and Science Centre: The preservation of works and the production process as a visual cultural heritage for future generations.
The entire activities and results of the Cultural Cell project have been compiled in the form of a final report.

Art pilots on a story map
Six art pilots were carried out in the project. The ideas that united them were to increase the visibility of art and culture in municipalities and in the everyday lives of local residents, to create a change of attitude towards making and experiencing art and culture more boldly, and to create joy and opportunities for participation in municipalities and local residents in cooperation with the help of art. The themes highlighted included nature and sustainability, everyday environments and home region, experientialism and experimentality. The pilots were created by the municipalities themselves and based on their own needs. The implementation was procured through open tendering. 29 artworks or events and 97 workshops were carried out in the pilots. Approximately 2,920 people participated in the workshops and events. A total of 17 artists worked in the pilots.
The activities of the pilots, their works, results and videos have been compiled into a visual story map. It allows you to travel between pilots and municipalities in the region and enjoy the colourful and delightful benefits of community art.
